Main Aims and Objectives

Vision – a Montenegro with a civil and democratic society, based upon the rule of law. A Montenegro comprised of active and informed citizens, with public institutions functioning in accordance with legal regulations and in the public interest.

Mission – Civic Alliance (CA) contributes to establishing a democratic society by strengthening capacities and supporting civil initiatives, protecting and promoting human rights and monitoring the work of public institutions.

Values – truth, justice, peace, tolerance, responsibility, equality, team work, activism, transparency, constant learning, and cooperation.

Upholding the Principles of Conflict Transformation

Civic Alliance actively promotes and advocates for Montenegro and countries in the region to engage in a process of dealing with the past, as an important prerequisite for building mature and reconciled societies. CA strong believes that only such societies will be able to build stable future relations as members of the EU.

CA also produces annual and quarterly reports on the state of human rights in Montenegro, which includes progress in dealing with the past, but also registers any conflicts, mistreatments and discrimination based upon the different characteristics of individuals and groups.

Where and with Whom

Civic Alliance cooperates with many different stakeholders in Montenegro and the region, including CSOs, the media, parliament, political parties, and the private sector.

Main Activities in the Field of Conflict Transformation

Rule of Law

CA believes that the rule of law is not only the formal implementation of rights, but also the rule of justice and protection of all citizens from excessive power of authorities and inefficiency of the system. Through this program, CA oversees the work of courts and other public institutions, and works on educating decision makers and leaders. CA insists on a professional and efficient system of justice, and better quality of work of public services, especially in the area of health services and education.

Human Rights

CA’s human rights program includes monitoring of quality of implementation of laws, and monitoring, researching and documenting of human rights violations, their processing, and representation of victims before competent courts and public bodies. The Human rights program is focused on facing the past, problems of torture and discrimination, politically motivated violence, freedom of expression, freedom of gathering, protection of personal data, religious freedoms, minority rights, status of displaced persons, economic and social rights. A specific goal of CA is the provision of support to other organizations with the similar mission.

Media Program

CA’s media program performs constant public representation and initiates issues on cases of corruption, inefficient administration and human rights violations. Monitoring of social processes, criticizing on anomalies, and publishing of reports on human rights violation via media, is the most efficient manner of conducting CA’s mission. A school of investigative journalism and open competitions for the best investigative stories create a solid group of cooperators and an inexhaustible source of information from the terrain. Cross-border cooperation is directed towards reconciliation, conjoined life and issues of an economic and social character.

Public Policies

In the frame of the public policies program area, CA conducts analysis of data and problems identified through the work in previous three program areas, and their placement within the context of system problems, failures, and deficiencies. With the aim of networking all CA activities, the area of Public policies shall provide strategic support to all remaining activities, by collecting and analyzing important data aiming at better quality of public representation in individual cases.
